1% of folks mod their cars, maybe less than that. My 2009 Challenger has just under 20K miles on it. I guarantee I have a smaller emissions foot print in it than the person that drives their Prius 18K miles a year. I actually petitioned our local congress to change the emissions laws for exemptions based on mileage a couple years ago and lost. Bastards.

I think giving 10 year old cars a pass is the biggest bullshit , since they fuck up the air a lot more than a AJ tuned RT.

you'll probably get better results if you stop using logic when petitioning. have to level the playing field.

Went through all that myselh here in Ct. There were some other issues so took it to the speed shop and 7K later, it passed easily. It was a total nightmare that I dont care to relive. I was told all of the info that you guys listed and tried it all to no change, ergo 7K for repairs.
