SEMA's direct comments to the EPA. I heard that the EPA extended the time for comments to be submitted and reviewed before any decisions are made.

Does this talk about regulation of a custom engine built from non oem components, ie. a custom race engine that was never a production motor?

Just for those that do want to read the PDF or before it goes the way of the Dodo bird. Ozone Al mentality. So what does that do to NASCAR, Formula 1, local races etc as I am sure that these dumb asses will some how figure that the engine in the race car is some derivative of a production version and there fore must meet these regulations.
(5) Certified motor vehicles and motor vehicle engines and their emission control devices must remain in their certified configuration even if they are used solely for competition or if they become nonroad vehicles or engines; anyone modifying a certified motor vehicle or motor vehicle engine for any reason is subject to the tampering and defeat device prohibitions of paragraph (a)(3) of this section and 42 U.S.C. 7522(a)(3).

Interesting that manufacturers were trying to invoke copyright protection for their PCM's not that long ago and got shot down. This pending action would probably lock that up for them now.

I think you are right on target with this. Very good article by Jalopnik and his corespondence with the Automakers Alliance. They are citing that for Security, Safety and "Environmental" reasons the PCM should not be allowed to be tinkered with. IMO, the Automakers Alliance just found an alternative path to get what they wanted after they lost their argument via the Copyright Laws.

I would be content with a 1000HP daily driver from Dodge, looks like the for racing only ( no VIN) may get a boost.

The 10 page PDF response with comments by SEMA submitted in December was very interesting. Lot's of cites and background included. I love the conclusion on the second to last page . . "Among other problematic rhetoric unnecessarily included in the proposal .. .."

The biggest problem is how they lumped this shit into the " greenhouse gases of medium and heavy duty engines" proposal. EPA is just another agency run by far left communists that would otherwise be sitting at home collecting welfare if it wernt for the govt giving them a place to collect a paycheck. USA wouldnt know the difference if they were gone tommorrow.
