Reluctor wheel loose. Anyone ever seen this before?

Tearing down 414 stroker (5.7 based) and found that the reluctor wheel on the back of the crank is loose!  I've never seen or heard of this before.

The engine builder is suggesting that after the new wheel is bolted in I should also tack weld it in several spots to the crank as an added precaution.
